Yet when the rains finally arrived, Pune once again found itself overwhelmed.<span class=\"id-r-component br\" data-pos=\"2\"\/>Roads disappeared under water, transport links snapped, newly built infrastructure came under scrutiny, trees crashed onto roads and a garbage mound collapse claimed lives.<span class=\"id-r-component br\" data-pos=\"4\"\/>What unfolded during the first week of July was not merely the story of an unusually intense spell of rain. It became a citywide stress test that exposed long-standing weaknesses in urban planning, infrastructure and disaster preparedness.<span class=\"id-r-component br\" data-pos=\"8\"\/>By July 8, Pune&#8217;s Shivajinagar observatory had recorded 393.9mm of rainfall since the beginning of the month, marking the wettest opening week of July in 57 years.<span class=\"id-r-component br\" data-pos=\"10\"\/>According to the India Meteorological Department (IMD), the city had not witnessed such a heavy spell since 1969. The previous record of 228mm, set in 2007, was surpassed by nearly 166mm.<span class=\"id-r-component br\" data-pos=\"14\"\/>Another spell of 15.1mm later that day pushed the city\u2019s July rainfall beyond 409mm, already exceeding its average rainfall for the entire month.<span class=\"id-r-component br\" data-pos=\"17\"\/>To put the numbers into perspective, the IMD classifies 64.5mm-115.5mm of rainfall in 24 hours as heavy rain, 115.6mm-204.4mm as very heavy rain, and 204.5mm or more as extremely heavy rain.<span class=\"id-r-component br\" data-pos=\"19\"\/>Several parts of western Maharashtra crossed these thresholds during the first week of July, underscoring the intensity of the weather event.<span class=\"id-r-component br\" data-pos=\"21\"\/>Yet the figures also raised a larger question: Was Pune defeated by extraordinary rainfall, or did the rains simply expose infrastructure that was never prepared for it?<span class=\"id-r-component br\" data-pos=\"23\"\/><\/p>\n<p><h3>From scattered showers to a citywide breakdown<\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"25\"\/>The monsoon began quietly, with 5.3mm of rainfall on July 1, followed by 11.4mm and 25.3mm over the next two days.<span class=\"id-r-component br\" data-pos=\"28\"\/>By July 4, conditions had changed drastically.<span class=\"id-r-component br\" data-pos=\"30\"\/>Chinchwad recorded 56.5mm in just 36 hours. Landslides were reported at Rajmachi Fort near Lonavala and Inglun Ghat in Junnar, prompting the IMD to issue a yellow alert for Pune city and a red alert for the ghat regions.<span class=\"id-r-component br\" data-pos=\"32\"\/>The situation worsened through the weekend before culminating on July 6, when Pune received 108.4mm of rainfall in a single day.<span class=\"id-r-component br\" data-pos=\"34\"\/>By July 8, Shivajinagar had already recorded over 409mm of rainfall, crossing the 394mm received during the entire month of July 2024, which had until now been the wettest July in at least the past decade.<span class=\"id-r-component br\" data-pos=\"37\"\/>IMD data shows that the observatory recorded the following rainfall over the past decade in a month of July: 62mm (2015), 223.3mm (2016), 194.2mm (2017), 175.6mm (2018), 369.1mm (2019), 119.8mm (2020), 193mm (2021), 386.2mm (2022), 154.5mm (2023), 394mm (2024) and 130.3mm (2025).<span class=\"id-r-component br\" data-pos=\"39\"\/><\/p>\n<div data-pos=\"0\" class=\"id-r-component iIpbx undefined  &#10;        \">\n<div><img decoding=\"async\" alt=\"\u200bPune's July rainfall over the past decade\" msid=\"132576668\" width=\"\" title=\"Pune's July rainfall over the past decade\" placeholdersrc=\"https:\/\/static.toiimg.com\/photo\/83033472.cms\" imgsize=\"\" resizemode=\"4\" offsetvertical=\"0\" placeholdermsid=\"47529300\" type=\"thumb\" class=\"\" src=\"https:\/\/static.toiimg.com\/photo\/msid-132576668\/punes-july-rainfall-over-the-past-decade.jpg\" data-api-prerender=\"true\"\/><\/p>\n<p>Pune&#8217;s July rainfall over the past decade<\/p>\n<\/div>\n<\/div>\n<p><span class=\"id-r-component br\" data-pos=\"41\"\/>In other words, Pune received more rain in just eight days this year than it did during the entire month in any of the last 10 years.<span class=\"id-r-component br\" data-pos=\"43\"\/>Apart from this, Pune witnessed flooding, landslides, transport disruptions and multiple civic emergencies unfolding simultaneously across the district.<span class=\"id-r-component br\" data-pos=\"46\"\/>It hence marked one of the city\u2019s most challenging monsoon days in recent memory.<span class=\"id-r-component br\" data-pos=\"48\"\/><\/p>\n<p><h3>Flood-prone roads remained flood-prone<\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"50\"\/>Away from headline-grabbing disasters, the monsoon once again exposed routine civic failures across Pune.<span class=\"id-r-component br\" data-pos=\"52\"\/>The Pune Municipal Corporation (PMC) received around 250 complaints related to waterlogging as blocked drains sent water into roads, housing societies and basements.<span class=\"id-r-component br\" data-pos=\"54\"\/>Ironically, the civic body had identified 120 chronic flooding spots before the monsoon and claimed permanent mitigation work had been completed at 85 of them.<span class=\"id-r-component br\" data-pos=\"57\"\/>Yet many flooded again.<span class=\"id-r-component br\" data-pos=\"59\"\/>Residents pointed to clogged stormwater drains, incomplete drainage projects and encroachments over natural nalas, arguing that the city\u2019s drainage network has simply failed to keep pace with rapid urbanisation.<span class=\"id-r-component br\" data-pos=\"61\"\/>\u201cThe biggest struggle has been getting around. Roads get waterlogged within minutes of heavy rain, traffic comes to a standstill and something as simple as reaching work turns into a long, stressful journey. <!-- -->You have to plan for delays every single time it rains,\u201d said Geeta Mamde, resident of Keshav Nagar, Mundhwa.<span class=\"id-r-component br\" data-pos=\"65\"\/>Sanjay Tornekar, a resident of Keshav Nagar, said, &#8220;Commuting during the rainy season is always a hassle in Pune. The city routinely grapples with severe waterlogging and traffic jams, which are nothing new for residents. However, the situation worsens because of the ongoing construction work across the city, which, honestly, never seems to end.&#8221;<span class=\"id-r-component br\" data-pos=\"68\"\/>\u201cHeavy rain triggered the mishap. We cannot blindly accuse the PMC. It was an extreme weather event that caused the situation to escalate to this extent. However, the disaster management system should be prompt and always be prepared for emergencies, whether natural or man-made,\u201d said Sham Dharmadhikari, a resident of Kothrud.<span class=\"id-r-component br\" data-pos=\"70\"\/><\/p>\n<p><h3>The hidden price of civic failure<\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"72\"\/>The rains did not only flood roads. They also made everyday commuting significantly more expensive.<span class=\"id-r-component br\" data-pos=\"75\"\/>As waterlogging, tree falls, and congestion delayed Pune Mahanagar Parivahan Mahamandal Limited (PMPML) services, thousands turned to app-based cabs and autorickshaws, only to encounter sharply inflated fares.<span class=\"id-r-component br\" data-pos=\"77\"\/>Shivajinagar nurse Sheetal Kale said a journey that usually costs Rs 280 surged to Rs 680 after she waited nearly half an hour for a bus.<span class=\"id-r-component br\" data-pos=\"79\"\/>Airport-bound commuter Vivek Deshmukh paid Rs 1,000 instead of the usual Rs 650 to avoid missing his flight.<span class=\"id-r-component br\" data-pos=\"82\"\/>Rasta Peth resident Asha Thangal, recovering from a leg injury, said an autorickshaw driver demanded Rs 250 above the meter, citing flooded roads and longer diversions.<span class=\"id-r-component br\" data-pos=\"84\"\/>Drivers argued that slower traffic, fewer trips and higher operating costs justified the higher fares.<span class=\"id-r-component br\" data-pos=\"86\"\/>For commuters, however, the experience reinforced a different reality: that every spell of heavy rain now carries an additional financial burden.<span class=\"id-r-component br\" data-pos=\"89\"\/>Many described it as a \u201crain tax\u201d: the hidden cost of navigating a city where inadequate drainage, unreliable public transport and recurring civic failures make mobility both difficult and expensive.<span class=\"id-r-component br\" data-pos=\"91\"\/><\/p>\n<p><h3>\u2018Act of God\u2019 or a first monsoon failure? The <keyword id=\"70102\" type=\"General\" weightage=\"20\" keywordseo=\"Missing-Link\" source=\"Orion\">Missing Link<\/keyword> comes under scrutiny<\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"93\"\/>Among the biggest questions raised during the rains was over the Mumbai-Pune Expressway\u2019s newly inaugurated Missing Link project. Was it \u2018an act of God\u2019 or did Maharashtra&#8217;s flagship expressway project fail its very first monsoon test?<span class=\"id-r-component br\" data-pos=\"95\"\/>Barely nine weeks after chief minister Devendra Fadnavis inaugurated the Rs 6,695-crore, 13-km engineering-intensive corridor, questions began emerging over whether Maharashtra\u2019s flagship expressway had withstood its first real monsoon.<span class=\"id-r-component br\" data-pos=\"98\"\/>Even before the landslide, pothole-like patches had appeared on sections of the carriageway, prompting the Maharashtra State Road Development Corporation (MSRDC) to order contractor inspections every two hours.<span class=\"id-r-component br\" data-pos=\"100\"\/>Officials blamed oil and fuel spills for weakening the bitumen surface.<span class=\"id-r-component br\" data-pos=\"102\"\/>Commuters wondered why such deterioration was visible on infrastructure that had barely opened.<span class=\"id-r-component br\" data-pos=\"104\"\/>The debate intensified on July 6.<span class=\"id-r-component br\" data-pos=\"107\"\/>Around 4am, nearly 100 tonnes of mud and rock crashed onto the Pune-bound expressway near Tunnel 2 after the area received around 625mm of rainfall within 24 hours.<span class=\"id-r-component br\" data-pos=\"109\"\/><\/p>\n<div data-pos=\"0\" class=\"id-r-component iIpbx undefined  &#10; department chief Mahesh Gargote said the civic body had issued public notices before the monsoon asking residents to identify potentially dangerous trees.<span class=\"id-r-component br\"
