PUNE: The city witnessed a delayed monsoon this year, which meant the civic body had an extra month to prepare for the monsoon. Yet when the rains finally arrived, Pune once again found itself overwhelmed.Roads disappeared under water, transport links snapped, newly built infrastructure came under scrutiny, trees crashed onto roads and a garbage mound collapse claimed lives.What unfolded during the first week of July was not merely the story of an unusually intense spell of rain. It became a citywide stress test that exposed long-standing weaknesses in urban planning, infrastructure and disaster preparedness.By July 8, Pune’s Shivajinagar observatory had recorded 393.9mm of rainfall since the beginning of the month, marking the wettest opening week of July in 57 years.According to the India Meteorological Department (IMD), the city had not witnessed such a heavy spell since 1969. The previous record of 228mm, set in 2007, was surpassed by nearly 166mm.Another spell of 15.1mm later that day pushed the city\u2019s July rainfall beyond 409mm, already exceeding its average rainfall for the entire month.To put the numbers into perspective, the IMD classifies 64.5mm-115.5mm of rainfall in 24 hours as heavy rain, 115.6mm-204.4mm as very heavy rain, and 204.5mm or more as extremely heavy rain.Several parts of western Maharashtra crossed these thresholds during the first week of July, underscoring the intensity of the weather event.Yet the figures also raised a larger question: Was Pune defeated by extraordinary rainfall, or did the rains simply expose infrastructure that was never prepared for it?<\/p>\n The monsoon began quietly, with 5.3mm of rainfall on July 1, followed by 11.4mm and 25.3mm over the next two days.By July 4, conditions had changed drastically.Chinchwad recorded 56.5mm in just 36 hours. Landslides were reported at Rajmachi Fort near Lonavala and Inglun Ghat in Junnar, prompting the IMD to issue a yellow alert for Pune city and a red alert for the ghat regions.The situation worsened through the weekend before culminating on July 6, when Pune received 108.4mm of rainfall in a single day.By July 8, Shivajinagar had already recorded over 409mm of rainfall, crossing the 394mm received during the entire month of July 2024, which had until now been the wettest July in at least the past decade.IMD data shows that the observatory recorded the following rainfall over the past decade in a month of July: 62mm (2015), 223.3mm (2016), 194.2mm (2017), 175.6mm (2018), 369.1mm (2019), 119.8mm (2020), 193mm (2021), 386.2mm (2022), 154.5mm (2023), 394mm (2024) and 130.3mm (2025).<\/p>\n Pune’s July rainfall over the past decade<\/p>\n<\/div>\n<\/div>\n In other words, Pune received more rain in just eight days this year than it did during the entire month in any of the last 10 years.Apart from this, Pune witnessed flooding, landslides, transport disruptions and multiple civic emergencies unfolding simultaneously across the district.It hence marked one of the city\u2019s most challenging monsoon days in recent memory.<\/p>\n Away from headline-grabbing disasters, the monsoon once again exposed routine civic failures across Pune.The Pune Municipal Corporation (PMC) received around 250 complaints related to waterlogging as blocked drains sent water into roads, housing societies and basements.Ironically, the civic body had identified 120 chronic flooding spots before the monsoon and claimed permanent mitigation work had been completed at 85 of them.Yet many flooded again.Residents pointed to clogged stormwater drains, incomplete drainage projects and encroachments over natural nalas, arguing that the city\u2019s drainage network has simply failed to keep pace with rapid urbanisation.\u201cThe biggest struggle has been getting around. Roads get waterlogged within minutes of heavy rain, traffic comes to a standstill and something as simple as reaching work turns into a long, stressful journey. You have to plan for delays every single time it rains,\u201d said Geeta Mamde, resident of Keshav Nagar, Mundhwa.Sanjay Tornekar, a resident of Keshav Nagar, said, “Commuting during the rainy season is always a hassle in Pune. The city routinely grapples with severe waterlogging and traffic jams, which are nothing new for residents. However, the situation worsens because of the ongoing construction work across the city, which, honestly, never seems to end.”\u201cHeavy rain triggered the mishap. We cannot blindly accuse the PMC. It was an extreme weather event that caused the situation to escalate to this extent. However, the disaster management system should be prompt and always be prepared for emergencies, whether natural or man-made,\u201d said Sham Dharmadhikari, a resident of Kothrud.<\/p>\n The rains did not only flood roads. They also made everyday commuting significantly more expensive.As waterlogging, tree falls, and congestion delayed Pune Mahanagar Parivahan Mahamandal Limited (PMPML) services, thousands turned to app-based cabs and autorickshaws, only to encounter sharply inflated fares.Shivajinagar nurse Sheetal Kale said a journey that usually costs Rs 280 surged to Rs 680 after she waited nearly half an hour for a bus.Airport-bound commuter Vivek Deshmukh paid Rs 1,000 instead of the usual Rs 650 to avoid missing his flight.Rasta Peth resident Asha Thangal, recovering from a leg injury, said an autorickshaw driver demanded Rs 250 above the meter, citing flooded roads and longer diversions.Drivers argued that slower traffic, fewer trips and higher operating costs justified the higher fares.For commuters, however, the experience reinforced a different reality: that every spell of heavy rain now carries an additional financial burden.Many described it as a \u201crain tax\u201d: the hidden cost of navigating a city where inadequate drainage, unreliable public transport and recurring civic failures make mobility both difficult and expensive.<\/p>\n Among the biggest questions raised during the rains was over the Mumbai-Pune Expressway\u2019s newly inaugurated Missing Link project. Was it \u2018an act of God\u2019 or did Maharashtra’s flagship expressway project fail its very first monsoon test?Barely nine weeks after chief minister Devendra Fadnavis inaugurated the Rs 6,695-crore, 13-km engineering-intensive corridor, questions began emerging over whether Maharashtra\u2019s flagship expressway had withstood its first real monsoon.Even before the landslide, pothole-like patches had appeared on sections of the carriageway, prompting the Maharashtra State Road Development Corporation (MSRDC) to order contractor inspections every two hours.Officials blamed oil and fuel spills for weakening the bitumen surface.Commuters wondered why such deterioration was visible on infrastructure that had barely opened.The debate intensified on July 6.Around 4am, nearly 100 tonnes of mud and rock crashed onto the Pune-bound expressway near Tunnel 2 after the area received around 625mm of rainfall within 24 hours.<\/p>\n A landslide at Missing Link, raising questions at the government<\/p>\n<\/div>\n<\/div>\n Traffic towards Mumbai remained shut for nearly 18 hours.Rescue teams also had to remove a massive boulder weighing nearly 20 tonnes from the Missing Link site after the landslide incident.Superintendent of police (highway safety patrol) Shivaji Pawar said the rock struck only the decorative portal frame at the tunnel entrance and did not affect the tunnel\u2019s structural integrity.MSRDC vice-chairman and managing director Anilkumar Gaikwad maintained that the landslide had caused no structural damage.\u201cThis was purely an act of God and a natural calamity. The rainfall in this area was unprecedented,\u201d Gaikwad said. \u201cThe tunnel lining has not suffered any damage. The cable-stayed bridge is also intact. There is absolutely no structural damage,\u201d he added.The incident immediately triggered political debate. NCP (SP) MP Supriya Sule demanded an inquiry into the project, while Congress leaders questioned whether the expressway had been opened without adequate monsoon testing.Chief minister Devendra Fadnavis defended the project, calling it an engineering achievement that had encountered an exceptionally rare weather event.He argued that major infrastructure projects inevitably undergo a period of learning, drawing parallels with the Konkan Railway’s early years when recurring landslides eventually led to stronger mitigation measures.Elsewhere in the district, the same spell claimed lives. A landslide buried a house in Maval, killing two members of a family, while another person was swept away in Khed.Disaster management minister Girish Mahajan said 13 people had died in rain-related incidents over the previous three to four days.<\/p>\n The same rainfall that disrupted the Missing Link also paralysed Maharashtra\u2019s busiest transport corridor.Around 3am on July 6, a landslide struck Central Railway tracks between Monkey Hill and Thakurwadi, washing away nearly 50-60 metres of the embankment supporting the railway line.The impact was immediate.26 trains, including the Deccan Queen, Deccan Express, Indrayani Express, Sinhagad Express and several others, were cancelled, while another 47 trains had to be diverted.<\/p>\n Cancelled trains, waterlogging stopped the city while trees became another hazard<\/p>\n<\/div>\n<\/div>\n Road travel fared little better.Fresh mudslides struck near Urse toll plaza while flooding and fallen trees prevented authorities from effectively diverting traffic to the old Mumbai-Pune highway.MSRTC suspended Pune-Mumbai bus services after buses became stranded in traffic, leaving commuters with virtually no reliable transport between Maharashtra\u2019s two largest cities.For several hours, road, rail and bus connectivity between Pune and Mumbai collapsed almost simultaneously.Geologists told TOI the recurring problem lies not only in heavy rainfall but also in the fragile geology of the Bhor Ghat section, where black cotton soil absorbs enormous quantities of water before losing stability.Their recommendation was clear: seasonal pre-monsoon work is no longer enough. Vulnerable slopes require year-round scientific monitoring.<\/p>\n If transport disruptions reflected infrastructure stress, the Moshi landfill tragedy exposed serious questions over planning and accountability.On July 8, a massive mound of legacy waste collapsed onto an administrative building inside the Pimpri Chinchwad Municipal Corporation (PCMC) waste-to-energy plant, trapping 23 people.<\/p>\n Moshi plant collapsed claiming nine lives <\/p>\n<\/div>\n<\/div>\n An 84-hour rescue operation involving the NDRF, Army engineers, firefighters and police eventually recovered nine bodies.Subsequent investigations revealed troubling details.Although the building was originally approved 30 metres away from the landfill, it ultimately stood barely 12 metres from the waste mound.Two additional floors had also been constructed without obtaining a completion certificate.The aftermath saw PCMC remove senior engineering officials, register an FIR under culpable homicide provisions and constitute a high-level inquiry committee, including IIT-Bombay experts, to examine whether safety norms had been ignored.<\/p>\n More than 350 trees fell across Pune and Pimpri Chinchwad within days.Experts insist rainfall alone is not responsible.Mechanical engineer and botanist Shrikant Ingalhalikar said most of the fallen trees were roadside specimens whose natural growth had been altered by surrounding construction, one-sided pruning and changing sunlight patterns.Environmentalists said the problem begins beneath the surface.Ameet Singh of ChaloPMC pointed to rising land surface temperatures, widespread concretisation and prolonged dry spells weakening tree roots long before the monsoon arrives.Ketan Latkar of Research and Action in Natural Wealth Administration (Ranwa) added that repeated road construction and underground utility works leave little natural soil for roots to anchor properly.The debate has also revived questions over tree trimming.While civic officials often blame environmentalists for opposing pruning, experts argue they object only because trimming is frequently carried out without scientific assessment.Notably, Maharashtra still lacks a standard operating procedure for pre-monsoon tree pruning, leaving individual civic bodies to frame their own processes.PMC chief garden superintendent Ashok Ghorpade acknowledged that weakened roots caused by concretisation and repeated pipeline works have made many trees increasingly vulnerable.He said PMC began pre-monsoon trimming in March but slowed the exercise during the peak summer to preserve shade, while adding that permissions granted to private societies are supervised by ward officials.PCMC garden department chief Mahesh Gargote said the civic body had issued public notices before the monsoon asking residents to identify potentially dangerous trees.He added, \u201cThe corporation has also begun identifying trees whose roots are suffocated by surrounding concrete so that corrective measures can be taken to reduce future tree falls.\u201d<\/p>\nFrom scattered showers to a citywide breakdown<\/h3>\n<\/p>\n
